Put all efforts to combat Dengue: DC

PASIGHAT, Aug 20: In her maiden meeting with the HoDs, Councilors and PRIs, the East Siang Deputy Commissioner Isha Khosla today directed that preventive measures be intensified while working on the curative aspect to control Dengue and other communicable diseases.

Khosla said that community participation was necessary to control the disease and directed the health officials to carryout anti-larval work, source reduction exercise, fogging, educating the public and much more on regular basis. She informed that administration has already constituted teams comprising of administrative officers, doctors and public leaders who would visit every nook and corners in the township. MEO Deepak Shinde presented a detailed report on Dengue control and awareness. He informed that at many locations town dwellers and shopkeepers were advised to maintain cleanliness but they have not complied. Notices would be served and if necessary they would be penalised, he said.

Villagers oppose proposed Army firing range

ITANAGAR, Aug 20: The people of Kamcham-Ngopi in particular and Kamcham-Balisori in a public meeting held at Kamcham community hall in Kangku circle on Aug 8 have unanimously opposed the proposal for construction of Army Firing Range at Kamte-Kamche (Kamte-Kamohe) area.

While referring to the meeting held at the Likabali SDO office on July 15 last, Ngopi-Kamcham ASM Karbom Nyokir in a release said that the representatives of the Kamcham-Ngpopi village had strongly registered their protest against the proposal as the proposed Army firing range site with approximate area of 1853 acres included the village land including jhum lands and cattle rearing fields. Moreover, Army authorities did not take the public into confidence before coming out with such proposal for the firing range and grievances of the affected villagers were not addressed, the release added. Again on July 21, the affected villagers in a public meeting held at Ngopi while unanimously opposing the firing range observed that the Army map for proposed firing range shows most parts of Arunachal under Assam territory. Preparation of a map for the firing range including inter-state boundary area may create law and order problem, the release added.

 

Anjaw cut off

ITANAGAR, Aug 20: Anjaw district is cut off from rest of the country for the last four days due to heavy landslide at Tiding. Tiding River and entire hillock has come down to the roadside. It is likely to remain blocked for another week or so as BRO is unable to progress due to continuous rain.

 

BJP unit for enquiry into road project

ITANAGAR, Aug 20: The BJP East Kameng district unit has given 15 days ultimatum seeking enquiry into the discontinuation of the Seppa-Chayang Tajo road project.

In its memorandum to the Chief Minister demanding constitution of an enquiry committee for the matter, it alleged that Gammon India Private Limited, the construction agency, and the executing department PWD Chayang Tajo have misappropriated more than Rs. 87 crore but has failed to physically achieve even 20 percent of the project.

It sought blacklisting of the construction agency and urged that PWD Chayang Tajo be held responsible for messing with the public money and that the erring officers be punished.

It also claimed that the local MLA is involved in the embezzlement and warned of rigorous democratic movement if the demand is not fulfilled.

 

In-service teacher’s training

AALO, Aug 20: The block level in-service teachers training programme organised by SSA Zila Mission of West Siang District concluded today. Keeping in view of the shortage of language, Mathematics and Science teachers, the major objective of the training was capacity building of teachers of elementary level to enable them to teach all subjects.

A team including Gemar Karga, District Pedagogy Coordinator, Bejum Kato, and District Community Mobilisation cum Media Coordinator, Batel Rimey, District Resource person and Bhupen Dewan, District Planning Coordinator visited all the blocks and ensured the effectiveness of the training programme. They also imparted training on various new topics and informed the trainees about the latest relevant development.

The training was imparted with slide shows and interaction with feedbacks from teachers. (DIPRO)

 

ASHAs trained on maternity care

ITANAGAR, Aug 20: Eight days induction training for urban ASHA’s under Urban Health Mission of Papum Pare and East Siang began at Arunachal state hospital. Organised by State Health Society, the training will be imparted on roles and responsibilities in promoting maternal–antenatal and post natal care as well as preparedness to tackle any epidemic outbreak. Nodal officer (NHM) Dr D Padung while lauding the ASHAs for taking up voluntary work exhorted them to bring a paradigm shift, in health sector with their initiative in mobilizing their community towards healthy practice. Urging them to write down their activity record, he stressed on coordination with MOs in charge to achieve the target set by National Health Mission.

Nodal officer JSY&JSSK (NUHM) Dr C. Lowang asked them to take the advantage of training and clear their doubts and encouraged the ASHAs to become role model to bring a healthy change among peers and community people.

Resource person State Community Mobiliser Dagyir Esse explained about the roles and responsibility of ASHAS while adding that the goals of ASHAs is to reduce maternal and infant mortality and promote family planning.

Resource persons Devajit Bora, Nodal officer (NHUM) Dr R. Dodum, DRCHO Papum-Pare Jomnya Ado, were among those present.

 

Coordination meeting of administration and citizens

YINGKIONG, Aug 20: The District Administration Upper Siang organised a coordination meeting of government employees and public leaders of Yingkiong Township with an objective to check and prevent fire accidents due to electric short circuits and other faults. There was also a discussion to cleanse bamboo groves planted within the government land boundary with an attempt to make the town Malaria and Dengue free zone. The members suggested that a verification committee headed by the Town Magistrate including the officers of link department should be constituted on how to tackle the problems posed by bamboo.

Jumte Jini EAC (Jdl)/Town Magistrate spoke about the problems and difficulties faced in practical implementation of the executive order.

IMWK appeals for permanent solution to Siku bridge

ITANAGAR, Aug 20: The Itanagar Mebobian Welfare Kebang (IMWK) has urged the Chief Engineer, BRO Project Brahmank Pasighat to find out a permanent solution to the recurring disruption in surface communication between Pasighat-Mebo on NH-52 road which is being disrupted time and again during rainy days at Siku Bridge point.

It has become a matter of grave concern for the people not only of Mebo area but also those from districts like Dibang valley, Lower Dibang valley and others who use NH-52 (Pasighat – Mebo) that their only lifeline is being disrupted time and again during rainy days at Siku Bridge point, the IMWK lamented. The Kebang expressed displeasure over the fact that no permanent solution has so far been made either by BRO or the administration even after witnessing the recurring incident over the last decade. It urged the BRO to adopt innovative idea and new technology for taming the river and to mitigate the recurring problem at the Bridge point.

AYO seeks strict action against irregular officers and HoDs

ITANAGAR, Aug 20: The Arunachal Youth Organisation (AYO) has sought strict action against irregular officers and HoDs. The organisation gave a representation to the Chief Secretary in this regard.

The state government allocates 57 days of leave in a year which includes earned leave, casual leave etc., but despite this, the officers in our state practice the trend of Khushi Khushi absenteeism which directly hampers every developmental activity across the state and thereby development of the people, the letter read.

 

AHCSHWA demands timely release as per NITI AAYOG guideline

ITANAGAR, Aug 20: The Arunachal Agriculture-Horticulture Clinic Showroom Holder Welfare Association (AHCSHWA) has demanded timely release of state matching share as per NITI AAYOG guidelines.

In its representation to the Chief Minister, it said that the farmers of the state are fully dependent on both agriculture and horticulture departments in the form of Capital assistance and subsidies of various schemes. Moreover both the departments run only Centrally Sponsored Scheme (CSS) programme without any state special plan, it added.

 

Nawa ga hwme released

SEPPA, Aug 20: The Parliamentary Secretary Tax & Excise, Power, Tapuk Taku released a short Nyishi Film ‘Nawa Ga Hwme’ (A village boy) at Seppa recently. The film has been directed by Er. Pai Dawe and produced by SSA District Mission plan on the theme “Drug Abuse and Early marriage”.

The film shall be shown in each and every school of East Kameng to bring awareness among the students about ill effects of drug abuse and early marriage.

Forest officer dies

ITANAGAR, Aug 20: Tapu Pangu, Range Forest Officer, who was working at Yupia social forestry range under Social Forestry Division, Itanagar passed away on Aug 16. Late Pangu was born in the year 1959 at Gaseng village under West Siang. He joined the Environment and Forest department as forester in the year 1978 and later got promoted to deputy ranger in 1995. He was promoted as range forest officer in 2003.

Informing this, the Arunachal Pradesh Range Forest Officers Association stated that with his death they have lost a very prominent and energetic member.

 

Appeal to lift garbage

ITANAGAR, Aug 20: A public delegation from 24 IMC ward, Naharlagun along with the Councillor Yapu Lishi called on IMC Chief Councillor today and apprised her about the inconveniences being faced by the public due to lying of garbage by IMC from Ward 24.

IMC chief reportedly informed the delegation about the difficulties in taking major decisions due to existing court order. However, Chief Councillor assured them to take action for garbage lifting from every nook and corner of the Itanagar Municipal area after the final court verdict.

Flash flood hits Jairampur, Govt HSS converted into shelter house

JAIRAMPUR, Aug 20: Following the torrential rain Namchick River has crossed the danger level submerging the low lands of Jairampur sub-division this evening.

This is for the first time that Jairampur sub-division has been hit by flash flood after the massive flood of 1995.

The outskirt of Jairampur sub-division which also happens to be the lowlands were the worst affected. The lowland areas - Jairampur Police Check Post, Police Colony, Prem Nagar, New Khamdu and 16th Mile were the worst affected pockets. Nearly all the houses, located on the bank of Namchick River have been severely affected by the flash flood. As the flood water started penetrating the houses, scores of people started evacuating their homes with whatever they could salvage.

MLA Laisam Simai visited all the flood affected pockets as well as met the victims assuring them all the help until the precarious situation subsides. He also visited the shelter opened for the flood victims.

Advising the affected people to shift to the safer site for the night, Simai said, “Taking risk might not be appropriate at this unsafe hour, we are providing temporary shelter and food, I request all to shift to the camp instead of staying back.”

ADC Kento Riba who accompanied the local legislator appealed all the flood affected people to head towards the school auditorium of Jairampur Govt. Hr. Sec. School which has been converted into temporary shelter for the victims. The local administration has also provided a truck to rescue and transport the victims. All people residing on the bank of overflowing Namchik River were evacuated and secured at the temporary camp.

 

 

Upset Rebia files case against

one for social media misuse

ITANAGAR, Aug 20: The Speaker of Arunachal Pradesh Legislative Assembly Nabam Rebia today expressed serious concern over the way social media is being misused in the state to tarnish image of the individuals. Addressing press persons at Arunachal Press Club, Rebia alleged that recently in the social networking site Facebook, one Tarh Reekam alias (Tam Reekam), has posted malicious allegation against him without any proof, which has greatly damaged his hard earned reputation.  

Rebia informed that he has filed two cases against Tarh Reekam at CJM court, Yupia. “I have filed a criminal complaint (case no. 48/2015 U/S 500) and money suit (No. 67/2015) of Rs. 10 crore for defaming my image. Taking cognizance of the offence, the court has summoned Reekam and asked him to appear before CJM, Capital Complex, Yupia on 17th September 2015.

“Mr Tarh Reekam in his post alleged that I brought in hundreds of Bangladeshi workers by misusing my official position. Calling me a Godfather of Bangladeshi workers, he alleges that these workers are going to work in my so called multi-crore construction work site at Poma. I not only refute such wild allegations but also strongly condemn this kind of wrongful activities of maligning my image. Infact since my time as AAPSU president, I have been always fighting against Bangladeshi migrants,” said Rebia. He further added that, “Being part of the parliamentary democracy, I understand the fact that we elected leaders are subject to criticism. But criticism should be supported with facts and figures. Using freedom of speech and expression enshrined in constitution as a weapon, no one has right to make wild allegations without any substantial evidence. I challenge this person to prove even one instance where I have done contract work as Member of Parliament or as MLA.” Normally we politicians accept criticism as being public figure we will be always judged. But this time it has gone too far and with deep sadness I had to knock door of the Hon’ble Court to seek justice. I have not done anything wrong and therefore will continue my legal fight till I get justice,” Rebia added.

“In recent years social networking sites, particularly Facebook has been repeatedly used to tarnish image of many individuals. Many Arunachalees have become victim of cyber crime. It is time we stand up against such crime. Government of Arunachal should also technologically update the police to tackle fast growing cyber crime in the state,” Rebia stated.

 

 

Late shower batters Siang valley, Upper Assam

RUKSIN, Aug 20: Incessant shower for the last one week has paralyzed the life in Siang belt, particularly Likabali, Nari-Seren, Ruksin, Koyu-Korang, Pasighat and Mebo area and adjoining parts of Dhemaji district in Assam. Heavy and moderate showers have caused water logging in several places, damaged roads and bridges, water pipes and paddy fields.

Surging water of the hilly rivers and streams due to heavy rainfall in the upper reaches is also causing erosion and has breached road links at several places.

Rainwater has clogged Mirem-Mikong-Jonai (MMJ) and Pasighat-Tene-Koyu PWD and other rural roads at Pasighat and Ruksin areas. Overflowing water of Poglek (Pagla) river has submerged PTTK road between Yagrung and Pasighat.

Strong current of Siku River yesterday breached right abutment of the RCC bridge and disrupted road communication between Mebo and Pasighat.

The Border Road Organization has engaged its man and machine, but bridge is not open yet for vehicular movement.

Strong current of Taro-Tamak River between Namsing and Mer villages along Mebo-Dhola road has affected boat services. It is reported that a major stream of Dotung river in Lower Dibang Valley has linked with Taro-Tamak River creating flood havoc in Monggu Banggo area. The overflowing river has also submerged a large area of cropland in Tengabari near Namsing village while flood water entered many parts of greater Mer-Gadum area.

Meanwhile, Mebo ADC Yemlin Tayeng along with PRI leader and WRD engineers today visited the affected areas and took stock of the situation. The third wave of monsoon rain has also badly damaged roads in Koyu-Korang area. Landslide caused by rain has blocked Korang and Lipin and Koyu and Kadu.

TAWANG, Aug 20: Presenting befitting Independence Day gifts to the people of Pangchen region, Parliamentary Secretary for RWD Jambey Tashi, who is on a three day tour to Pangchen valley  inaugurated a steel bridge, indoor badminton stadium and extension of PWD Inspection Bungalow in Zemithang on Aug 18. Executed by PWD, the 60.00 meters long and 4.20 meters wide bridge over river Nyamjangchu connecting Old Zemithang to New Zemithang, is constructed with a total investment of Rs 255.99 Lakh, while the indoor badminton stadium cost Rs. 90 Lakh.

Jambey lauded Chief Minister Nabam Tuki for paying special attention and handling the development of the backward region with care. The local MLA informed that the state government has put the health and education scenario as top priorities.

Further, he called on the villagers to take proper care of the infrastructure of the area. The Government constructs infrastructures for the cultural and economic development of a region and it is liability of the people to preserve, maintain and protect it, he said.

Seeking cooperation from the public for the all round development of the region, he said, “development has never been a one man affair”.

Lumla ADC Mika Nyori emphasised on regular attendance of office staffs posted in the region and exhorted the denizens to abide by the laws of the land and restrain from violence and anti-social activities.

AAPSU calls for proper road maintenance

ITANAGAR, Aug 20: All Arunachal Pradesh Students Union (AAPSU) has appealed to the authorities to take appropriate steps for maintenance of the capital roads making it fit for the commuters.

Slamming the authority responsible for the pathetic conditions of roads, AAPSU said, “if concrete steps are not taken now, then the day is not far when we will be reading in the books that once upon a time there was a black topped road in the state capital.” Stating that good road communication is the mother of all development, the Union claimed that no attention has been paid towards the pathetic road condition by the authority. “If this is the condition of the capital roads, what would be the conditions of districts and other roads,” AAPSU stated.  

The Union further said that “the engineers should be made to realise that they are appointed for this purpose only. They need to find permanent solutions to the perennial problems of potholes and broken road and bridges.”

The road between Naharlagun and Itanagar, which is used by most of the office goers and students, is still in dilapidated conditions even after months of maintenance by the department, the Union claimed adding that the Jully road is also sinking gradually.

“People in other states develop with each passing day but in our case we are going to the early days where there was no road connectivity,” AAPSU rued.

 

 

AdiSU appeals for alternate arrangement for selected students

ITANAGAR, Aug 20: The Adi Students Union (AdiSU) in a memorandum to the Chief Minister Nabam Tuki requested him for immediate alternative seat arrangement for students selected for admission in RIMS dental quota.

Four students, namely, Kaling Siram, Obinam Muang, Jina Nacho and Keter Loya, who were allotted the dental seats this year’s RIMS Dental College Imphal by the Directorate of Higher and Technical Education based on their performance at the state entrance exam, are running from pillar to post with no fault of theirs as the Dental Council disapproved the college, the Union said.

Informing that seats in Dental college, RIMS  have been disapproved as the college had failed to abide by the  direction of the Union Health Ministry to renew the  agreement for BDS course, the Union  questioned why the concerned authority of the state Govt had allotted BDS seats without knowing the latest status of RIMS.

 

 

IPR use social media for information dissemination

NAHARLAGUN, Aug 20: The Department of Information and Public Relations is not lagging behind in making the best use of all important social media tools to disseminate information to wider audiences, interact with the public and monitor social media networks.

The department has taken a major stride in maximum utilisation of both existing information tools of the department besides social media tools such as Twitter, Facebook and Whatsapp to provide seamless information services to all.

The members in the Facebook account of Arunachal Ipr and “The Arunachal Information” group within a very short span has increased tremendously and in days to come the number is expected to grow more. Similarly, the members in Twitter account @ArunachalDIPR of the Department of IPR is growing. Also, the members in the Whatsapp account of “The Arunachal Information” has reached its maximum limit and efforts are on the anvil to create additional sites in Whatsapp group to accommodate growing number of members by the name of The Arunachal Information 2, said a release.

Social media is becoming an integral part of life online as social websites and applications proliferate and the Department of IPR is using them best to keep the masses updated to latest and current news, advertisement and policies of the government in the fingertips of the users, the release added.

The Department had been entrusted with responsibility of disseminating the policies and programmes of the Government to the public.

 

 

Pasighat reviews disaster preparedness

PASIGHAT, Aug 20: East Siang Deputy Commissioner Isha Khosla in a consultative meeting with the members of District Disaster Management Authority (DDMA) today drew up a plan today to tackle the flood like situation of the district.

SP T Konia, ADC Deepak Shinde, ZPC Kaling Dai, Dy Chief Councilor Kaling Darang and members of DDMA attended the meeting.

Khosla took stock on preparedness to minimise losses in case of any eventuality. She laid stress on road communication, medical services, availability of water supply and food grains and also immediate restoration of power supply in Mer and Gadum villages in particular.

The DC also instructed the Urban Development department to clear all drainage system of the township immediately and further directed all the officers to be alert and be prepared with whatever force and equipments that they have.

Town-Club has been designated as temporary shelter for those affected. She asked the SP to keep constant vigil in and around the Siku Bridge point ensuring the safety of human lives and also to cooperate with the BRO men at work for immediate restoration of road communication.

DDMO G Tsomu informed that the water level is flowing below danger level (153.94 M, at 5 PM). Engineers of PWD, HW, Power, PHED, WRD and also DMO and DSO presented stock of equipments and manpower, available with them and reports on action taken by them so far.

 

 

Induction programme for B.Ed trainees

LEKHI, Aug 20: The Hills College of Teacher Education has conducted its one day induction programme for its newly admitted B.Ed teacher-trainees to familiarise them about the basic things related to the 2 years B.Ed programme.

Dr. V. N. Sharma State Liaison Officer, NSS, from Directorate of Higher and Technical Education while addressing the trainees spoke on the “Basic Qualities and Conduct of a Teacher”. He highlighted that a teacher is recognised in the society not because of his/ her qualification, cadre of job but because of his/her commitment to create something new to motivate the students/young generation learners.

Dr. Anil Mili, Dept. of Physical Education, RGU, spoke on “Teacher as Leader”. He encouraged the trainees to create a culture of teaching and learning; so that the deprived group of children will come forward and be attracted and interested in teaching learning process.

Sumin Prakash, Assistant Prof, Dept of Education, RGU discussed on “Choice Based Credit System” (CBCS) as an important aspect of Evaluations system in B.Ed course.

A.K. Yadav one of the faculty members also spoke “on the objectives of Teacher Education and the mission and vision of National Council of Teacher Education” (NCTE) as the apex body.

Principal, Dr M.M. Mohapatra, familiarised the trainees about the basic practices the trainees have to undergo under the 2 years B.Ed programme. She emphasised on their code of conduct, their attendance-cum-participation in classes. She requested for collaborative efforts and cooperation from all the members of the institution to build up the institution as a model one not only in the state but also at the country level.

 

 

Rajiv Gandhi remembered on his 71st birth anniversary

Gaon Bura Asso. for retaining DC till completion of tenure

ITANAGAR, Aug 20: The All East Kameng Gaon Bura Welfare Association has resolved not to let go of its young and dynamic DC Sandeep Kumar Singh, IAS, till the completion of his tenure.

In its memorandum in this regard to the Chief Secretary asking not to transfer him before his tenure is complete, it advocated for Sandeep Kumar Singh to remain as their DC till the completion of his tenure, saying that he is the best DC that the district has ever seen as he ensured implementation of many pending works and road communication development in the township area.

He is very helpful to the general public and does not release funds for various projects without physical verification or completion of the project, it said.

District medical hospital has improved and cabin system has been started as well as maternity room, office procedures have improved and are running smoothly, staffs are punctual and law and order system has improved, it said and added that if he is transferred abruptly it will severely impede development of the district.

Tai Anchal segment lift the Pisa Gonia Memorial Volleyball trophy

ITANAGAR, Aug 20: The Tai Anchal Segment boys team defeated the Lee Nade Anchal segment team in the final match of the first edition of the Pisa Gonia Memorial Volleyball tournament played at Sarli General Ground under Kurung Kumey district on Aug 15. In girl's category, Sarli Town thrashed Sate Anchal Segment in straight set.

Army Captain Hansraj Yadav of 1st JakLI Army Regiment handed over the trophy and cash prize of Rs 50 000 to the winner Tai Anchal boy's team, while Sarli ZPM Pisa Yaha gave away the trophy and cash prize of Rs 30,000 to runners up Lee Nade Anchal segment. Similarly, the winner in girl's category- Sarli  Town team walked away with cash prize of Rs 50, 000  and a trophy, while runners up team bagged Rs 30,000 with a trophy. The prizes were distributed by Assistant Commandant, ITBP 54 battalion A Company Mani and Yangfo Yaju, ASM, Sarli town respectively.

Bengia Taniang was declared best player in boy's team and in girl category best player award went to Pisa Fenghi of Sate village. Both were awarded with cash prize of Rs. 5000 and trophy each.

Altogether 18 teams participated in the tournament which was organised by the Sarli Circle Development Committee (SCDC) in collaboration with Abu Chapo Charitable Society.

 

 

2nd Inter-Village Solung Football Cup begins

PASIGHAT, Aug 20: The 2nd Inter-Village Solung Football Cup'15 began yesterday at Pasighat Sports Complex.

The tournament is being sponsored by CSFCC'14 and organised by East Siang District Football Association (DFA) with technical supports of DSO. The opening match played between Mongku and Boying ended in a draw.  

A total of 12 teams are participating and the winners and runners-up teams would be awarded with Rs.50000 and Rs.30000 respectively in the final scheduled on Aug 31.

ADC Deepak Shinde inaugurated the tournament in presence of Member of Parliament (LS) Ninong Ering, President CSFCC'15 Er. A Jonkey, Chairman (Sports) Oshong Doming, DSO (Sports) Nada Apa, General Jamoh and Tayon Dai President and Organising Secretary of DFA and hundreds of soccer lovers.

Shinde conveyed his best greetings to the people on the occasion of festival. Shinde advised the youths to show their best skills.

While appreciating the organising committee members, he said Solung is a festival of oneness and such tournament would spread unity and oneness among different villages of the district.

Kaling Darang, PMC Deputy Chief Councilor in his address said that organising games during the festivals not only entertain the people but it also helps to keep people physically fit. DIPRO

 

 

Naga apex bodies resolve to meet NSCN(K) leadership

Kohima, Aug 20: Nagaland's apex tribal bodies today resolved to meet the leadership of outlawed NSCN(K) and appeal for reviewing the unilateral abrogation of the ceasefire with the Centre in the interest of peace in the state.

"Discussions are in progress regarding the visit of a delegation comprising of Eastern Nagaland Peoples Organisation (ENPO) and Naga Hoho to meet the NSCN (K) leadership," said a joint press statement by the two bodies today.

ENPO President Khoiwang Konyak and Naga Hoho president Chuba Ozukum said they had informed that necessary details of the schedule of the timing, location and movement for the team will be shortly finalized.

The statement said the two apex bodies have jointly resolved and agreed to meet NSCN(K) leadership for 'subjectively appealing' and requesting the outfit for reviewing and renewing the unilateral abrogation of the ceasefire with the Center in the interest of peace.

They stated that this decision was taken in response to the state government's request and in the mutual compliance to the sentiments and wishes of the Naga people in general and all well wishers.

India had on August 18 asked Myanmar to handover four top leaders of Naga outfit NSCN-K, including its chief S S Khaplang, holding them responsible for killing of 18 army soldiers in Manipur on June 4. Besides Khaplang, India sought the custody of Niki Sumi, Kirichu and Asang, who were believed to have planned and supervised the attack in Manipur's Chandel district. PTI

Very good initiative

It is heartening to know that officials of Legal Metrology & Consumer Affairs department is conducting surprise inspection in various commercial areas and is taking strong action against those traders who violate the law. As per report published in local media in the last few days team of Legal Metrology & Consumer Affairs conducted raids at C-Sector, Zero Point, P-Sector, Vivek Vihar and Chandranagar area. Altogether 26 traders have been booked for violation of various provisions under Legal Metrology Act and Rules.

Some of the traders were booked for selling goods at exorbitant rates beyond the Maximum Retail Price (MRP). Department should carry out such raids on regular interval. The traders of Arunachal have acquired very bad reputation of selling items at extremely high rate. Most of the consumers are not aware about their right and therefore hardly lodges complaint against traders. For example a BSNL recharge card who’s MRP is Rs 55 are sold at Rs 60 in the market. Also many traders sells product at high rate by adding transportation charge which is against the prevailing laws. Legal Metrology & Consumer Affairs department should conduct more frequent raids and strongly punish those traders who are indulging in malpractice.  Trading community should also desist from cheating the consumers as it might harm their own reputation.

Percentage and recruitment processes

Dear Editor,

As the saying goes-never judge a book by its cover, likewise a person should never be judged by simply looking at his academic performance. Using my right- freedom of speech, I would like to bring to the notice of the people the few differences in the education system in the country. While evaluating candidates meeting the minimum eligibility criteria for a certain job the following should be kept in mind.

The marks obtained through academic exams do not reflect the true caliber of a student. There are many who aces in their academics but fail to do well in competitive exams as these exams test thinking and analytical abilities of students apart from bookish knowledge.

The school/college/ university from which the candidate has completed his/her formal education should also be reviewed. There are many colleges whose sole purpose is to earn profits in the name of handing out degrees with very high percentage/CGPA. For instance, there are many institutes which offer some incentives to students who bring new students for a new academic session. How can one expect quality education from such colleges? And it is the duty of the students, parents and above all the responsibility of the state government to evaluate the status of all the colleges where students go for their higher studies.

Difference between percentage system and CGPA should also be considered. In the CGPA system, grades are allotted for a certain range of marks which does not exactly show the effort of the student (e.g-student who has obtained 80 and a student who has obtained full marks i.e 100 gets the same grade point of 10). On the other hand, percentage system shows the actual marks obtained by a student, here a student obtaining full marks get 100% and student who obtained 80 secures 80% in that particular subject/ class. Comparing the two is not wise but it of course should be taken into consideration.

There are many colleges where money talks. Hundreds of students have 70% or more in their UG degrees but has never ever / rarely sets foot in the classroom. And their ineligibility to write the final exams due to attendance shortage is sorted out by a few thousand rupee notes. Such a student must be super brilliant to secure Ist division marks when sometimes it's even tough for a hard working average student to obtain the passing marks. Maybe some students are given intelligent potion by a fairy god mother.

In India, there are different types of colleges. Some of them are a govt university affiliated college, autonomous college and deemed.  Each college/ university has a different set of rules. In the case of an autonomous/ deemed institute the institute follows their own rules; timing, syllabus etc whereas university affiliated colleges have to abide by the rules of the university.  Students of autonomous / deemed institutes have a little bit advantage over the students of a university affiliated college, exams papers in autonomous/ deemed institutes are prepared mostly by the teacher who takes the classes, checked by him. So students can roughly know the topics important for exams by taking cue on the hints given/ topics emphasized by the teacher in the class.

With this I conclude, hoping that percentage cutoff  will not be the basis of selection of candidates fulfilling the minimum eligibility criteria in recruitment processes and a just screening method in the form of reasoning/ aptitude test would be adopted for restricting the number of candidates, even for walk-in-interviews.

The collusion of constructors and engineers

Dear Editor,

Through your daily esteemed, I would like to express my view on pathetic condition of road and improper drainage system.

As we know, to make a state beautiful and developed proper drainage system and good road condition is most essential factors. Arunachal Pradesh the "Land of rising sun" is known for its natural beauty. But due to poor drainage system and substandard road condition, the beauty of the state has diminished. People from outside the state who visit our state are not impressed after seeing the worst road condition of our state and are ashamed of it. But the native of this state doesn't feel ashamed. Because of improper drainage system, when rain falls, water overflow from drain and carry all waste material on to the road and the roads are damaged within no time. This pathetic road condition and poor drainage system is because of corrupted engineers and contractors. They work together and consume huge amount of money without doing proper work. Every year, govt. of India sends crore of money in the state for construction and maintenance of road and drainage. But here corrupted engineers and contractors maintain road and drain just for formality. They don't use proper materials and good equipment. They work together and try to get as much as benefit as possible by investing less amount of money.

So my earnest request to concerned engineering department is that if they can't construct road and drain properly, please don't consume money.  Please handover the work to BRO(Border Road Organisation). BRO works sincerely in construction and maintenance of road and drainage.

CC pavement and drains

Dear Editor,

Through your esteemed daily, I would like to draw the kind attention of the authorities towards the drainage condition in Abotani colony. The CC pavement of the colony is done but it has made the drainage problem worst. They destroyed the dustbins and now people throw their garbage at the spot where the bin was. This has blocked the main drain and the drain water along with garbage is about to block another drain near SBI ATM. This dirty water enters the low lying homes and shops. It gives unnecessary problem to the citizens. There never has been maintenance of the drain. So, it is a humble request to the concerned authority to take note of the problem.

Collapsed water tank

Dear Editor,

The Water Tank located at Hill Top, Barapani above SIB Colony Naharlagun had collapsed on 16 August. The water storage in the tank ultimately eroded the portion of earth due to earth cutting done.

It is worth to mention here that the matter was reported to DC's office way back in 2013 but no serious action was been taken against the erring individual.

Despite the case listed and reported to the authorities, no head way has been achieved. The accused did not repair the damages caused due to the earth cutting by him. Had the tank collapsed in full storage time, there could have been casualty.

Concerned authority should take a serious note of the issue and take necessary action for repair and restoration of water tank.
